The short answer
St. Thomas belongs to the US Virgin Islands, a US territory in the Caribbean. It is not the British Virgin Islands, and it has nothing to do with St. Thomas in Ontario. Because the territory is American, the island follows US entry rules, not separate local ones.
For US citizens traveling from the US mainland or Puerto Rico, no passport is required, according to USA.gov (March 2026). Everyone else needs a valid passport plus the right US authorization: ESTA if their country takes part in the Visa Waiver Program, otherwise a visa or another permitted status. This is an independent guide, not an immigration authority, so confirm your own case with your airline or the US government before you book.

Entry rules by traveler
Find your situation in the table, then read the details below it.
| Traveler | What you need | Good to know |
|---|---|---|
| US citizen from the mainland or Puerto Rico | No passport required to enter | A passport is still the easiest proof for the trip home |
| US citizen arriving via a foreign country | Passport | The no-passport rule does not carry over to such routes |
| Visa Waiver Program traveler (for example from Germany, Austria or Switzerland, if eligible) | Valid e-passport and an approved ESTA | Up to 90 days for tourism or business |
| Other nationalities | Passport and a US visa or other permitted status | Check the rules for your passport before booking |
| Any traveler continuing to the BVI | Passport and the BVI entry card | ESTA does not cover the British Virgin Islands |
US citizens: passport, ID and REAL ID
Traveling between the US mainland or Puerto Rico and the USVI works like a domestic trip. A passport is not required for entry. The territory's tourism office still recommends carrying one, because it is the cleanest proof of identity and citizenship.
If you travel without a passport, be ready to show proof of citizenship when you leave, for example a birth certificate with a raised seal together with a government photo ID. An ordinary driver's license on its own is not guaranteed to count as proof of citizenship.
Two checks are separate. The first is the airport security check by TSA, which needs acceptable photo ID. Since 7 May 2025, state IDs must be REAL ID compliant for that purpose, and a passport works as an alternative. The second is the check of your citizenship or status before you fly to the mainland. A REAL ID answers the first question, not the second. Plan extra time at the airport for both. Details on the airport itself are on our St. Thomas airport page.

Visitors from outside the US: ESTA and visas
The US Virgin Islands apply US entry rules. You need a valid passport, and then one of two things. If your country takes part in the Visa Waiver Program, you travel with an approved ESTA. If not, you need a US visa or another permitted status.
- The Visa Waiver Program covers stays for tourism or business of up to 90 days. It requires an e-passport (a passport with an electronic chip).
- An approved ESTA is generally valid for up to two years, or less if your passport expires sooner. It is permission to travel, not a promise of a 90-day stay on every entry.
- USA.gov lists the application fee at $40.27 (April 2026). Apply only through the US government's own ESTA service, and check the fee shown there.
- Not every foreign traveler qualifies for ESTA. Citizens of eligible countries do, others need a visa.

Day trips to the British Virgin Islands
The British Virgin Islands, including Tortola and Jost Van Dyke, are a separate country with their own entry rules. A boat trip from St. Thomas to the BVI is an international crossing. For arrival by sea, you need a valid travel document, usually your passport, and you clear customs and immigration immediately on arrival.
Since 1 January 2025 the BVI use an electronic immigration and customs card instead of paper. You can fill it in from 72 hours before arrival, and the form distinguishes between arrival by air and by sea. ESTA is not a BVI entry permit. UK travel advice asks for a passport valid for the length of your stay. Its visa exemptions are written for full British citizen passports, so do not assume the same applies to your passport. Check the current rules for your nationality before booking a BVI excursion, and carry your passport on the boat.
For the USVI itself, the former USVI travel screening portal and its green QR code are no longer required, according to the port authority. That statement applies to the US Virgin Islands only, not to the BVI.

Passport and entry questions
Do I need a passport for St. Thomas as a US citizen?
Not when you travel between the US mainland or Puerto Rico and the USVI. USA.gov confirms this as of March 2026. A passport is still the easiest proof of identity and citizenship, and it is required if your route passes through a foreign country.
Do I need ESTA for St. Thomas?
Only if you are not a US citizen and your country takes part in the Visa Waiver Program. The USVI apply US rules, so ESTA is the same as for the mainland. Travelers who do not qualify need a visa or another permitted status.
How long can I stay with ESTA?
Up to 90 days per visit for tourism or business. The approval itself is generally valid for up to two years, or less if your passport expires earlier.
Is a driver's license enough to fly home from St. Thomas?
For the TSA check you need acceptable photo ID, which means a REAL ID compliant card or a passport since 7 May 2025. A driver's license is not guaranteed to prove citizenship, so a passport is the safer choice.
Can I take a day trip to Tortola or Jost Van Dyke?
Yes, but it is an international trip. Bring your passport, complete the BVI electronic entry card and expect to clear customs and immigration on arrival. ESTA does not apply to the BVI.
Do I need a Covid test or travel portal for the USVI?
No. The port authority states that the former USVI travel screening portal and its green QR code are no longer required. Check the BVI rules separately if you plan to cross over.
